Narendra Modi lead BJP /NDA  Govt. could  come  to power at the Center in May 2014 because (1) the public in general was dissatisfied with the previous  UPA Govt. lead by Dr. Manmohan Singh of Congress party (2)  influenced by the tall  promises of Good Governance/Progress  and Developments all around  by its star campaigner  and now PM, Narendra Modi. People  having been tired of the glut created all through during the previous Regimes  In general saw  hopes on these words of Namo also going by his record of Governance in Gujarat State where he was the Chief Minister for more than two terms. After taking over as PM, Namo visited many countries ,with the purpose to have friendly and cordial relations with all and also to sell for India’s development.  He also gave invites to many functional State heads to come to India, with paraphernalia to MAKE IN INDIA with purpose to increase our Manufacturing activities. The purpose apparently was very  positive , meaning this way Manufacturing activities will increase with in our own Country, will provide Employment to our own people  and need  to Import shall be curtailed. Thus in general the PM wished to give boost to our internal Economy, which other wise has been in bad shape since long. This Govt. is in power for more than 7 months from now but response from the World Nations to come  and set up shops here is not visible any where. Some reasons for LACK OF RESPONSE  as assessed by an  old man  are detailed, not to find fault with the system or person otherwise committed as our PM but  feeling concerned and making observations of the conditions existing on the ground so as a feed back only to the system.
Before outsiders venture to set up  factories here with us, hope fully  outsiders too must be  assessing as to why, with such a large population as working hands and availability of most needed Natural Resources, Indian Industrialists them selves do not come forward to INCREASE PRODICTION  at least for  those items  for which technology and other facilities are already in existence. And funds too  should not be in  short supply  including with the Banks, who not finding sufficient borrowers for giving boost to industry are forced to lend for PURELY CONSUMPTION  activities including for  purchase of VEHICLES  many of which happen to be HUGE SIZED, sufficient to create all hell on the roads and also to make the already congested  roads  still more difficult to venture to.  Then there are also huge funds  earned by fair or some times by foul means most of which are  reported to be kept IDLE, either in cash /gold/ and properties all with the purpose to hide from tax administration and also for future gains. These finances for ELEPHANT SIZED vehicles  on the roads also further  increase level of POLUTION  besides still more congestions and road jams all around.
Just now as is in the knowledge of General Public, even with in this Country itself, many HURDLES have to be crossed in getting clearances from several Departments/authorities  for setting up any Venture including very small ones. Those from abroad wishing to set shops here are sure to make their own assessments before putting in their stakes. So only the conditions as existing are sufficient  to discourage, or at least force to  think many times before venturing to come to India for business.
Our LABOUR LAWS  in general are too much  workers friendly. Union activities are very common. Most, instead of proposing  and acting for increasing  productivity and quality, remain centered around  their reasonable  and /or unreasonable demands. Resorting to work delays and strikes too are very common.  In general the level of the workers productivity  too have come down. Just to construct buildings for their ventures the foreigners know that they may have to do with just HALF DAY’S  work  though paying for full day. So only fear to start ventures in India  is clearly visible to them all. There are also instances of high handedness of the labour class. There have also been cases  when some executives of big companies were killed by labour groups  for not accepting their demands. So only to make the foreigners to come and make in India ,DRASTIC /MORE PRACTICAL AND  immediate changes too  are needed in the existing Labour Laws.
This too must be in knowledge of the  outsiders that even Law Makers in India are not serious in their job of  making proper laws and running the Country to wards real progress and development, rather remain busy in creating problems only for the Incumbent Govts. So only in the Law Making bodies, mostly due to numberless political outfits in the field, the passing of Laws has become very difficult, even those which by all means are only public/Development friendly. Then resorting to ORDINANCE  ROUTS too may not go positive with outsiders fearing non –approvals and reversals by these very law makers later on change of regimes or party  at the steering.
This RESERVATION POLICY  based on caste/community/sex or any other  considerations too may not go well  with the outsiders ,fearing they too  during the course of management or on a later stage may be forced  for its implementation, fearing loss to merit  and so productivity as well .
Just now due to neglect by the successive Govts. LAND has come  to be treated as TRADABLE  commodity, resulting in huge chunks having been acquired  by the LAND SHORKS  engaged in its trading. Most such land  has been taken /purchased from the farmers  by giving allurements or some times may be by threats as well . Thus only, many in agriculture sector after selling land the only profession and means of livelihood have become idle. After stopping of agricultural activities on such land, these chunks are converted into PLOTS, which too are purchased by the Moneyed people in general and remain unproductive and unused for years together. In the case of a good percentage of  purchasers   of such plots  basically are never needed for their personal use, rather are kept as investments to reap huge profits in the future and also to park  money wrongly earned by them . This has resulted  (1) in unemployment for the farmers who sold their fields (2) Decrease in agricultural production and has also created scarcity of land. So only the foreigners too must have known these conditions in our country (Courtesy Media) and fearing not easy availability  of the land for their projects  are sure not to take courage  to venture here and make for us.
Besides the points mentioned here to fore, there are many other lacks in our system, such as EXCESSIVE POLUTION/ RUSH AND CONGESTIONS ALL AROUND /  BUMPY AND BROKEN ROADS SUFFICIENT  FOR  EVEN LIGHT RAINS TO MAKE THE THINGS SLIPPERY AND UNCOMRTABLE TO MOVE ON/ALL TYPES OF CRIMES/ BEGGARS on the roads /market places/in front of places of worship , rather spread all around   teasing all including the foreigners  sufficient to discourage outsiders to  venture and set up manufacturing units in India. This Govt. on their part may give assurance to  the foreigners that they may be spared of all these problems and unfriendly laws  just now, but knowing tendencies of different political parties, whose only concern is VOTE BANK, considerations  may change track, making their ventures to run into losses.
So only  before inviting outsiders to come and make in India and to TRY FLYING TOO HIGH , wishing Bullet trains and Swatchh Bharat, as  a Nation we may do good to first of all take up to remove all these  SPEED BREAKERS and HURDLES  in the system  . In the meantime, need is to give boost to small scale industry ,assuring  them freedom from many sarkari hindrances in their working and   encourage production of at least those items in good quantity and quality which we import from outside for our internal consumption. The improved conditions and our own efforts to produce are sure to encourage the outsiders to come and MAKE IN INDIA, rather instead of our inviting , others will be forced to make requests for coming to us for the purpose.

                                         POLITICAL AND ELECTION REFORMS

This has reference to Jug Suraiya’s write up “NUMBERS GAME” appearing in your paper (TOI) dated 28/5/14 . This is  an information to many in this country that we have been flooded with some 1300 parties registered in India. This can be  apprehended that most must be only enjoying benefits for their  registrations as such ,SO A GOOD BUSINESS, under the nose of BAD GOVERNANCE. This matter should have been taken up by these writers long back. Nation’s bad luck that it was not taken up for remedy. About BJP’s Vote share of only 31%  and still getting clear majority  ,basically seems no cause of regret ,still this too is the result of multi party system. Still by no means it can be concluded that 69% did not favour this party, as it had pre pole alliance with some other parties ,where BJP did not contest ,so votes secured by its  alliance partners ,need not be counted in 69% who did not favour this party . Still this is not an issue to be stretched further.

About ELECTION process too  some suggestions  have been given by Shri Jug Suraiya. The man writing here is the person of zero prominence, but still ventures to express some times in writing and forwards them to you like concerned citizens/the press persons ,wishing the things improve. Some views expressed on the above matters I send here with as attachments ,wishing all specially those connected to Media will take up at appropriate levels  for enforcements where ever possible

                                HELPING - MEDICAL PROFESSION  & MEDICOS---?

On 21/7/14 there appeared an article in TOI by one Dipankar Gupta under the caption “Where Doctors fear to tread.” In this write up, he has pointed out some glaring deficiencies  of this Nation’s Pioneer Medical Institution i.e. AIIMS in Delhi as well as its working. Some of the issues raised by Mr. Gupta  are-(1)- Now the Govt. in the latest budget has proposed at least four more AIIMS in the Country  in the near future.  But he is of the opinion that before going for more such ones, it may be good to TIDY up the existing one in Delhi itself. Mr. Gupta informs that after its start in 1950, it worked very well and was providing best of Medical Science to the poor and the Rich alike. Mr. Gupta further observes that though still this is the Premier  Medical College in this Country, but  most those qualifying from here wish not to serve here it self, and rather more than half leave the Country and settle down abroad on permanent basis, AND MANY OTHERS PREFER TO JOIN JOBS IN Private sector for better rumenration and facilities. He observes that-(2)-  about 7000 sick persons daily visit its OPD, wishing to be treated and many a times forced to wait in the open hoping to be attended by the Doctor. Mr. Gupta  says-(3)-   pay and working conditions there are not good enough to enthuse the Doctors to give more time in the Hospital.  The writer also feels that –(4) – When some one with a Business Degree, which is really a short stroke  compared to Medical one, EARNS & LIVES ways better than an AIIMS Doctor, it is time to worry. Mr. Gupta also estimates that by 2020 India may need roughly 4 lakh more Doctors.
Some of the issues raised by  Mr. Dipankar are being discussed here after by an old man in general terms  and on basis of all that may take care of interest of the MEDICAL Profession and Medicos. -(a)- About his opinion  that before going for still more ,we may do good to first of all TIDY UP  Delhi’s AIIMS . In this connection the feeling is that with many fold increase in Population since the year (when AIIMS in Delhi was started), the existing one at Delhi will by no means be able to cope up with the Pressure / RUSH. Then Ailments too have increased many folds with UNSYSTEMATIC LIFE STYLE, LIVING IN  FLATS/DINGY HOUSES  where in general Fresh air is scanty/use of chemical fertilizers  and Pesticides  in huge quantity /lots of Adulterations in many eatables including vegetables and fruits  added with pollutions of all types and all through, lack of PHYSICAL WORK AND EXERCISES INCLUDING USE OF BYCYCLES from children to the youth, job and Societal tensions ,excessive consumerism, eating lots of stale and  food items  kept fresh by use of preservatives and so on. So  only opening of still more AIIMS is very  essential and urgently needed. But then their locations must be such that people do not have to cover long distances to avail facility when ever needed. –(b)—On milking  the cow i.e AIIMS- Delhi for knowledge and studies ,most not wishing  to serve here as  the salaries here are too  MEAGRE  compared to what they can get in Private Sector. Very true. MBBS degrees presently do not get much recognition, so most have to go for Post Graduation. In the whole of this process ,they spend minimum  8/9 years . Plus huge money funded by parents or by Bank loans. Time and money spent on education by a Medical Post Graduate is much more than those of an Engineer / MBA or such other ones, who are able to  settle in job/profession /life  compared to the  Medical Professionals,  who may not be able to be so  earlier to 27/28 years of age. So need is to ensure that, Medical education being mostly service oriented, should be made least expensive. They should be ensured better Pay Packets—plus larger service  SPAN extendable up to minimum of 65 years or still more for those who are considered  physically and mentally fit and alert .This is understood that presently Doctors in Govt. Service are retired on attaining an age of about 58 or 60 years, really a great injustice to the profession. Going by the General rules ,those doing mental work ( which Doctors perform )  add knowledge and experience with the passage of time. So this opportunity coming handy need not be lost in the Rules made long time back. About the problem of many, after getting education on Medicines  from this Premier Institute ,wish not to serve here, many even leaving the Country or going for Private jobs  can be solved  first by improving  their  Service Conditions including HIGHER  and comparable PAY PACKETS. Then by taking pledge to serve here only, till needs of the institutions are not fulfilled. Only those in excess of Demands may be permitted to move to other hospitals that too with in the County till the time this Country’s needs are not  fulfilled.  About encouraging the Doctors to work long hours in the Hospital, can be done by providing them Residences in the Hospital compound itself. Some monetary benefits too can be considered for those whose dedication  and care of the patients may be  more easily  recognizable . Other wise too ,all in the Medical Profession  including in other Hospitals, their duty hours can be extended by at least  one hour daily so as to smoothen the systems all through.  –©-- The problems of Huge number of patients visiting OPD  on a single day ,can be best solved by extending OPD timings between 9 AM to 7PM . For that need may arise for still more Doctors, so that they work in shifts and OPD does  not  have to face RUSH  during the limited time as at present. This problem  can also be solved by limiting number of holidays  all through and  that too  only  on Restricted basis, so that work and services are available on regular basis and without break. On Sundays too ,Hospitals including the other ones all through in this country  can be kept open ,not only for Emergency ,but for all services. For the purpose rest can be provided on rotation basis. To cover up shortages of Doctors in the Country as a whole, the retired and competent ones including from abroad can be given INVITE. To cope up with Rush  at the specialty and big Hospitals including AIIMS  and even other Sarkari ones, every where from village ,District levels to the big ones in other big and Capital Cities ,need be upgraded in most possible aspects, so that patients are not made to run to wards big cities and big Hospitals ,seeking medical care and treatments and thus concentrating the RUSH at some selective places only. Services at the Private  Hospitals too need be made more affordable and Equally  HASSLE free, so that the patients and their wards have a choice and  do not have to make BEE LINE to the selected ones only , thus leaving too little and too less for the others, established all through. —(d)---Just now Private practice by the  Doctors of Govt. hospitals is treated as BANNED and unethical. So as to make services available more easily, some relaxations may be made  in this respect, also fixing and prominently  displaying  the  consultation fees  that can be charged  by those doing private  practice in spare time. This will give some monetary benefits to the Doctors as well as easy availability of Medical services. This may also help those in this profession to be still more committed and may not shun Sarkari hospitals including AIIMS.
In this very connection ,conditions as existing all through in other profession too are being taken up  as a passing reference. We are the SECOND  most populated Country in the world. But still we do not have sufficient numbers as Doctors. So only patients have to jostle with each other to get attention  of the Physicians, not only in Govt. Hospitals, but in the Privates as well, indicating total lack of planning at the stage of MAN POER PLACEMENTS  going by the needs of the Nation in the future. The MUSHROOMED Engineering Colleges produce Engineers in lacs  each year, though good percentage of these  remain unemployable . Those who get Employed ,wish not to work in Production units, and go for sales or services of Foreign made  Products. In other small to big  professions starting from artisans to teachers ,we have not created INNOVATIVE  and Committed workers. All this is due to lack of proper  education and planning. We are having PLANNING COMMISSION  for the last more than six decades . The question is what this WHITE ELEPHANT  has been producing and Planning all through. Hope for making  similar organization again , due  care and precautions shall be taken by this very active and appearing to be committed Govt, of Shri. Narendra Modi.

                                                    FAST TRACKING – COURT CASES ----?
Narendra Modi  Govt, as per the promises made during Election Campaigns, has approached the JUDICIARY  to ensure that all cases of HEINOUS CRIMES  against  Elected ones in the Parliament and different State Assemblies  are taken up by Fast Tracking the process so as to be finalized in a year’s time. CJI has expressed inability to help on the Grounds of – LACK OF NEEDED INFRASTRUCTURE   including the shortages of  Judges and also taking into account the already similarly referred cases of crimes  against  WOMEN  and Senior citizens. This as well is in knowledge of the general public that in this Country as a whole,all types of small and serious cases continue to linger on relating to Civil as well as Criminal disputes for decades together  and even  at present pendencies in all courts including High Courts and  Supreme court may be in  lacs. Despite all these  accumulations  and delays ,it is observed that Courts as per the old traditions are kept closed for long Vacations. Then the number of declared Holidays each year too have  been increased on the whims of the parties in power at different stages/in different States  for “PLEASE ALL EFFORTS”  to attract Votes. So as to be able to fulfil the pious desire of the present Government,  some suggestions are given here after, wish these shall be  considered at the appropriate levels.:-
1) The system of appeals, if not properly and scientifically defined till now need be  done, mandating the stages and occasions  the Same can be taken up,
2) Old tradition of LONG VACATIONS  need be done away with  and system of  Holidays all through in a year besides Sundays  need be brought down to a maximum of  two or three only i.e. Independence day – Republic day - & at most Gandhi Jyanti. Extra 4/5  holidays in a year  can be mandated to be on RESTRICTED  basis, which may be availed  by an individual according to  his  respective  Faith or needs. In that case working at all places including the Courts will not be hampered even for a single day.
3 )The Judges/the Advocates who are found responsible for prolonging the suits,need be identified  and strict PENAL  ACTION initiated ,also in order to pass on message to others in the profession.
 4) Working hours, in order to clear the BACK LOG & PENDENCIES, can be increased by at least an hour daily, also ensuring PUNCTUALITY in the working. All laxities can be treated as punishable. For the purpose, installing  Cameras in the Courts to keep a watch on the working and commitment on parts of all may help a lot.
5) Encouraging encashment of accumulated leaves too can be considered to encourage  MORE PRESENCE on  the job and consequently disposal of more cases.Then those who perform the best and whose cases are not reversed in appeals too should  be given recognition by showering DECORATIONS SUCH AS “Nyay rattan”, “Nyay Shree” and so on  combined with monetary benefits.
6) Cases filed by the Govt. and Public Sector undertakings with in them selves as well as against employees etc. need be taken out to be decided  out of courts and with in the departments themselves.

                                       CONTROLLING -TRAFIC JAMS -IN CITIES -?
In response to a call from TOI, Lucknow through their edition dated-3/1/15 repeated on 10/1/15, some suggestions on the subject matter in brief are given here under and also as help to control pollution.
-Number of vehicles on roads have increased many folds and the increase continues with a speed. This also includes BIG SIZED PERSONAL CARS which occupy space double to the ordinary four wheelers, sufficient to add to the already grave problems of rush. Putting a cap on purchase of new cars and total ban on further addition  to this category   may help.  Just now all vehicles including two wheelers are in general due to loans from banks and other many financing companies, which too have mushroomed the market and help in their purchase/ownership and movements on the roads. Controlling finances for the purpose may help in easing conditions .
- Most tempos/buses for greed of picking passengers, have developed tendencies to  park their  vehicles just at the Entry/Exit points of the lanes sufficient to block traffic flow. ( this observation is made in Lucknow city ) CONDITIONS AT OTHER CITIES TOO MAY BE SIMILAR ONLY. All such vehicles must be forced to park at least about 10 meters away from such points.
-  Many three wheelers  who used  to pick up  passengers on share basis, some in greed to earn more, at least  near the railways Stations,  refuse to go on share basis and instead quote higher rates for full. This also creates harassment to the passengers.  To cope up with this problem, all these three wheelers must be painted with the area these are  required to operate as well as whether these are available  on share  basis. Those permitted to operate on  Full Basis also can be specifically mentioned on such vehicles. Those marked to take passengers on share basis if  quote to move full basis only, such ones  must be made  liable to punishment.
- On Railway crossings where over head bridges have been constructed now, many existing  manual operated crossings have been closed. This is like giving one facility  while at the same time withdrawing the other existing one. Then manually operated rickshaws too exist  in our cities, who have to put in unneeded extra labour to venture upon the over bridges which also cause hindrance in free movement of fast moving vehicles on these  bridges. Therefore the suggestion is that roads under these  over-bridges should be kept opened for light/ manual operated Rickshaws/bicyles  as well as for pedestrians. This besides giving an additional passage would also reduce the incidence of accidents.
 Hundreds of impounded vehicles starting from two wheelers /three wheelers /cars and even big sized public/goods carriers remain parked in the Thanas  for years together awaiting their disposals. In the meantime for want of space inside the Thanas many are forced to be left on the roads ,thus encroaching upon the already congested  roads and creating inconveniences to all . This aspect too need  be taken care of, sooner the better.
 To control parking of vehicles on roads/in the market places, some underground or otherwise parking spaces have been provided, but most do not make use of such facilities and instead  leave their vehicles otherwise only just to save parking charges and also fearing loss of time in making payments and  getting payment slips. As remedy the system of charging a LUMP SUM FEE at the time of purchase of  new vehicle, and on yearly basis for the existing ones by  pasting charges slips on the body of vehicles itself, so as to make it easily visible to the persons manning the parking slots. Those who do not wish to pay on yearly basis can then be forced to pay at the time of parking. For all this more parking spaces, easy to move need be provided.
 Crossings on the roads can be made more easily movable with provisions of traffic police at all crossings. This will help control on undisciplined drivers as well rowdies on the roads.  In all those areas which have been chosen as NO PARKING Zones sufficient number of such indicators must be displayed so that public may be aware of such places. It may also be kept in mind that near all NO PARKING zones sufficient parking spaces must be provided for the facility to the public in general. It has been observed that from many places vehicles have been toed by the police while neither there are any indicators displayed as “NO PARKING” nor there are any parking facilities nearby, this virtually amounts to un necessary  harassment to the public.
With all these use of bicycles need be encouraged/ rather forced starting with students of all grades from class 8th to the highest literacy levels/ small time workers/technicians & labourers. This will also prove good for health and a check on pollution at least to this extent.
Demonstrations/agitations by one or the other group has become a very  regular feature that too on busy roads, resulting in road blocks/rush/congestions. Decision to ban all such activities on busy roads may help. Rather for all such activities providing some place outside the city boundaries may help in  ease of conditions.
Roads which get broken and bumpy on regular basis are then very often under repairs, which result in slowing and diversion of traffic. Then with each repair, some more inches of thickness is added  to the existing ones, which results in the present buildings going down the road levels, sufficient for water logging during rains. Then venturing on roads from such lower levels many a times results in accidents. This aspect of road maintenance  needs attention of the system for enforcing corrections giving this one a top priority also in order to save upon wastage of Natural resources and sarkari dhan  with each repair.    
As a long term measure, control on increase in population by enforcing  WE TWO, OURS  not more than TWO and also control over excessive consumerism may ease the conditions . RDAgarwal-A-86 Indira Nagar- Lucknow  15.01.15
